well some people have a different putting stroke
so id like to tell u that its personal & u should try it out yourself, but if u need a guideline, im 5''6 & l use a 35 inch
also it depends on the lie of the putter (how perpendicular the shaft is to the clubhead) l use a 70 degree lie putter.
so im 5''6, l use standard length (35 inches) with standard lie(70 degrees) putter
so if ur 5''1, u can probably get 33 or 34 inch putter, 33 is the lowest most manufacturers go
you may have to choke up on the grip a bit or get it cut down if even the shortest one is a bit too long

In ur case, u may need to do some trials before u get one. First there r different types of putter heads. Heel & Toe, mallet, half cookie & so one. Start with a standard length of 35'' which is very popular & try the various types. First decide which type u feel most comfortable with & then try the various lengths.

Alternately, u can also pick a heel & toe & try the different lengths before u try the different types. Both will work.
